Mr. Ahmed Al-Wendi, Vice President of GHRA, stressed that building an effective decentralized system in Iraq requires a clear distribution of powers between the federal government and local governments, in addition to providing a stable financial environment that ensures efficient management and promotes good governance.
This came during his participation in the specialized dialog session organized by the Rwaq Baghdad Center for Public Policy entitled "Decentralization and Distribution of Powers: Administrative and Financial Structure in Federal Systems", in the presence of a group of academics, researchers and those interested in administrative affairs and public policies.
During the session, Al-Wendi reviewed the administrative and financial framework of the federal systems, explaining that the success of decentralization is not limited to the transfer of powers, but requires building local institutions that have the administrative capabilities and financial resources necessary to exercise their functions efficiently, which contributes to improving the quality of public services and promoting local development.
He pointed out the importance of benefiting from successful international experiences in the management of federal systems, especially with regard to consolidating the principles of transparency and accountability, and expanding citizen participation in decision-making, in a way that achieves a balance between federal and local authorities and enhances community confidence in government institutions.
The session witnessed an interactive dialog between the speakers and the audience of elites and specialists, which resulted in a set of practical visions and recommendations aimed at supporting the course of administrative reform and developing the local administration system in Iraq.
