The pavilion of the Ghadan Foundation for Risk Management at the 27th Baghdad International Book Fair witnessed the signing ceremony of the book "Criminal Risks of Artificial Intelligence", by Dr. Hussein Al-Mawla, a member of the Foundation and a specialist in digital risks, in the presence of a number of researchers and those interested in legal and technological affairs.
And the book deals with the legal transformations imposed by the rapid development of artificial intelligence technologies, especially the problems related to determining criminal responsibility for acts or damage caused by the work of smart systems.
And the author examines the applications of artificial intelligence in a number of areas, including self-driving vehicles, surgical and industrial robots, trading algorithms and smart systems used in various sectors, focusing on the fundamental question: Who bears responsibility when committing an act that constitutes a crime according to the laws in force?
The book discusses whether criminal liability lies with the manufacturer, programmer, user, or other parties associated with the system, and the extent to which technical development needs to revisit traditional notions of criminal liability.
Dr. Al-Mawla proposes the concept of "network actor" as an alternative to the concept of "single actor", based on the fact that the design, development and operation of smart systems involve multiple parties, leading to the distribution of roles and responsibilities and increasing the complexity of the process of determining the legal official.
The book's launch and signing ceremony are part of Ghadan Risk Management's efforts to support specialized studies on future issues related to security, technology, and digital risks, and to promote academic and legal dialog on the challenges facing societies in light of the accelerating digital transformation.
